PROCEDURES

1) BUYER: Sign and send ICPO and Proof of Funds (POF) from a Top 50 World Bank using seller's price and payment conditions OR using buyer's target price and target payment conditions

2) SELLER: If it's the case, see if it's possible to approve ICPO and POF issued by buyer using his target price and his target payment conditions

3) SELLER: Issue SPA if buyer uses seller's price and payment conditions to issue ICPO and POF OR if seller accepted ICPO and POF issued by buyer using his target price and his payment conditions.
